The Sangguniang Panlalawigan (SP) opened its first regular session under the 23rd SP on July 5, 2022 at the Speaker Pro-Tempore Francisco I. Ortega Legislative Building and Session Hall.

Prior to the opening of the session, the SP unveiled the Photo gallery of the newly-installed La Union Provincial Board Members followed by the oath taking of Hon. Tanya Roberta A. De Guzman of Bauang, La Union as Ex-officio Member being the Interim President of the Philippine Councilorโ€™s League โ€“ La Union Chapter administered by Vice Governor Mario Eduardo C. Ortega, while awaiting its leagueโ€™s provincial election of August, 2022.

The Internal Rules of Procedure (IRP) or the legislative process to be observed by the sanggunian was adopted during the session. The IRP clarifies the roles and responsibilities of each of the members and procedures in line with their duties and functions as legislators. Likewise, the resolution organizing the 28 Standing Committees of the 23rd SP for the term 2022-2025 was approved.

Gov. Raphaelle Veronica โ€œRafyโ€ Ortega โ€“ David graced the inaugural session and presented her programs and priorities for the first one hundred days of her administration anchored in her P.U.S.O Agenda. In her speech, she ensured the continuity of the Performance Governance System and International Organization for Standardization (ISO) certification and the vision of the province to be the Heart of Agri-Tourism in Northern Luzon. She also articulated that under her leadership, they will plan and continually implement plans, programs and relevant legislations on environmental preservation and sustainability, disaster resilience and response and a stronger health system. As the first lady/woman and youngest Governor ever elected in the province, her focus will be on women empowerment, youth development and expanded access to quality education.

โ€œThe PUSO Agenda outlines the core elements that will ensure meaningful and tangible change and true transformation that will bring about good governance in our provinceโ€, Gov. Rafy quipped.

In addition, she explained the ๐™‡๐™– ๐™๐™ฃ๐™ž๐™ค๐™ฃ ๐™‹๐™ง๐™ค๐™—๐™ž๐™ฃ๐™จ๐™ฎ๐™–๐™ฃ๐™ž๐™๐™–๐™ฃโ€“ the call to action as one province to respond to the call of unity, the manifestation of the love of the people for La Union, the measure of successes, the fruition of the PUSO agenda and its framework and the definition of the working relationship of the SP and Governor.

Lastly, she encouraged everyone to work as one and share the vision to uplift the life of each and every citizenry. Vice-Governor Mario Eduardo C. Ortega assured Gov. Rafy that the SP will support and cooperate with her program of government and will not be a โ€œrubber stampโ€ nor an obstacle but rather a partner for a better and stronger La Union.
