To foster a conducive investment climate in the Province of La Union, the Local Investment and Promotions Unit (LEEIPU), in collaboration with the Department of Trade and Industry (DTI) La Union Provincial Office, conducted a three-day Writeshop on Local Investment and Incentives Code (LIIC) held on May 23-25, 2022 at the 4th Floor La Union Provincial Administrative Commercial (LUPAC) Bldg. City of San Fernando, La Union.
Attended by designated Local Economic Investment Promotions Officer (LEIPO), Business Permits and Licensing Officer (BPLO), and Municipal Planning Development Officer (MPDO) of each municipality in the province, the said workshop was organized to enable the Local Government Units (LGUs) attract more potential investors through crafting, improving and updating their local investment and incentives code.
In a message delivered by Executive Assistance IV Justito Orros III, Gov. Francisco Emmanuel โPacoyโ R. Ortega III expressed his sincere gratitude towards LEEIPU and DTI for their collaborative effort to conduct the workshop. He also asked the participants to continue aligning their actions with PGLUโs vision in making a better province, โLet us continue to exemplify good governance in our province until the very end as we remain united in building a Stronger La Union, a province worth living in.โ
Local Government Operations Officer II, Ms. Ingrid Ira Ignacio from the Department of Interior and Local Government La Union Provincial Office (DILG-LUPO) was invited as one of the keynote speakers. She discuss the salient features of the DILG Memorandum Circular 2020-167 or the Establishment of Local Economic Development and Investment Promotions Office (LEDIPO) in All Provinces, Cities, and Municipalities and its role in increasing competitiveness and ease of doing business that will encourage more investments. Ms. Ignacio stressed that the LEDIPO shall facilitate the creation of a resilient economy as we bolster and build sustainable local economic development aimed at inclusive growth of the province. She further underscored the significance of the presence of the LEDIPO in the province and its component LGUs as it has been established as on of the indicators of the Seal of Good Local Governance (SGLG) under the Business-Friendliness and Competitiveness Essential Area.
On the other hand, Ms. Clarinda H. Vidamo, Assistant Provincial Treasurer discussed the Overview of Fiscal Incentives and made reiteration on the list of fiscal incentives that may be included in the LIIC of the LGUs.
A Legal Overview was facilitated by Atty. Jessamine Lynn Dale C. Garcinez, Attorney IV from the Office of the Provincial Legal Office. Atty. Garcinez provided legal framework that served as a guide in updating the LIIC.
As an output for the three-day writeshop, the participants drafted an updated LIIC for their respective LGUs that shall be endorsed to their Sangguniang Bayan for review and comments.
The Provincial Government of La Union strongly believes that the facilitation of updated LIICs will enable the LGUs pave the way to economic recovery of the province by offering a more competitive incentives package that will attract potential investors amidst the pandemic which leads to a #StrongerLaUnion, a province worth living in.
