Twenty personnel of the Provincial Government โ Environment and Natural Resources Office (PG-ENRO) attended a one-day deputation training-seminar on Anti-Smoke Belching as part of the strengthened air quality management in the Province.
EnP. Annalyn Rosario-Valdez, OIC PG-ENRO, welcomed the participants, she reiterated the importance of the training since Anti-Smoke Belching is one of the priority programs under the Air Quality Management of the Updated Provincial Environmental Management and Protection Code.
Engr. Eugene Ventura, Environmental Management Specialist II of the Department of Environment and Natural Resources - Environmental Management Bureau Region 1 (DENR-EMB 1) discussed the salient features of the Republic Act 8749 otherwise known as the Philippine Clean Air Act. His presentation highlighted the Integrated Air Quality Improvement Framework, a blueprint adapted by all government agencies in complying to attain and maintain air quality standards in their offices. He also discussed salient points on the DENR Administrative Order No. 2015-04 or the Implementation of Vehicle Emission Limits and In-use Vehicle Emission -Standards. He concluded his talk with the presentation of equipment used by EMB-1 in their Anti-Smoke Belching Campaign in the Region.
On the other hand, Mr. Ariel Paolo A. Tejada of Land Transportation Office Region I gave a simple yet comprehensive lecture on RA 4136 or the Land Transportation and Traffic Code. He highlighted the importance of traffic rules and regulations in achieving a better road for everyone. He further discussed the Protocol/Procedures for the Conduct of Law Enforcement and was assisted by Mr. Arnolfo E. Corpuz, Law Enforcement Officer.
To test the comprehension of the participants, a random roadside Anti-Smoke Belching apprehension at the major thoroughfare of Brgy. Ili Sur, San Juan, La Union was conducted. Enforcement officers from LTO assisted in the flagging down of vehicles suspected of Smoke belching. Engr. Eugene Ventura, Engr. Joseph Carl Rimando and Mr. Alvic Delena of DENR-EMB I assisted in the actual conduct of emission test. Engr. Ventura discussed the proper use of the Opacimeter, the equipment used to test diesel powered vehicles while Engr. Rimando discussed the proper operation of the gas analyzer, the equipment used to test gas-powered vehicles. Based on the results, a total of 27 diesel fueled vehicles were flagged down and tested where only 1 vehicle failed the test. On the other hand, 32 gasoline fueled vehicles were flagged down and tested where 3 vehicles failed the test. The owner of the vehicles who failed the emission test were recommended to conduct preventive maintenance of their vehicles.
