The ordinance sponsored by Board Member Joy R. Ortega "REQUIRING ALL PUBLIC AND PRIVATE EDUCATIONAL INSTITUTIONS IN THE PROVINCE OF LA UNION TO ALLOW ALL OF THEIR GRADUATING STUDENTS, TO MARCH DURING THE GRADUATION CEREMONIES, ALONGSIDE THEIR BATCH MATES REGARDLESS OF UNPAID FINANCIAL OBLIGATIONSβ is now submitted for first reading. The crafting of the said ordinance is in response to the issue of Mr. John Rosaldo that circulated on social media after he and some of his batchmates were disallowed to march on stage due to unprocessed and unpaid graduation fees, which led to a traumatic experience for Mr. Rosaldo and his family.
In her sponsorship speech during the Sangguniang Panlalawigan (SP) 9th Regular Session on August 30, 2022 at the SP Bldg., La Union Provincial Capitol, BM Ortega introduced the ordinance to the August Body and solicited their support in the process of its refinement and implementation.
According to BM Ortega, she drafted this ordinance with the hope that no student will be in the same heartbreaking situation as Mr. Rosaldo. She aims to give equal chance for students to participate in their graduation ceremony upon fulfillment of academic requirements regardless of unpaid fees.
βTo ensure that each and every student is accorded an education that is free from bias, discrimination, and social stigma; to ensure the absence of academic practices that may cause mental or emotional distress for students, teachers, and other school officials. This is the very foundation of this policy,β she said, reiterating that the mandate of the state is not limited to ensuring that the majority of Filipino students are accepted into school.
In an interview, BM Ortega clarified that this ordinance was not merely drafted for Mr. John Rosaldo and his family, but is also for the benefit of students and families who have shared a similar experience β those not allowed to walk up on stage due to financial struggles. βWe can hold the credentials but we must not forbid them to march on stage,β she reinforced.
BM Ortega also believes that the proposed ordinance is backed up by the P.U.S.O. AGENDA of Gov. Raphaelle Veronica R. Ortega-David wherein βPβ represents βPeople-Centered and Driven Governance.β She said that this is also a clear manifestation of βPROBINSYAnihanβ because it promotes the welfare of our kaprobinsiaan.
The proposed ordinance was referred to the SP Committee on Education and SP Committee of Laws, for the consideration of the August Body.
