With the continuous effort of La Union in strengthening the provinceโ€™s resiliency in unprecedented occurrences, a Basic Incident Command System (ICS) Training was conducted to different representatives of agencies and offices concerned on Disaster Response on September 19-21, 2022 at the Provincial Disaster Risk Reduction and Management Office (PDRRMO) Training Hall, City of San Fernando, La Union.

The training is seen as a great avenue to activate different offices and agencies in times of disaster and have a unified operation system that is institutionalized and accepted even in other countries. The ICS is a response tool that coordinates the actions of all response groups. The said ICS may also be activated in large event management. A total of 39 participants have successfully completed the training.

The participants were trained on how to prepare an Incident Action Plan and conduct Operations Briefing. Relevant topics were also discussed including the Introduction to ICS; Organization and Staffing; ICS Facilities; Managing Planned Events and Incidents; Incident/Event Assessment and Management by Objectives; Organizing and Managing Resources; Incident and Event Planning; and Transfer of Command, Demobilization and Closeout.

With the new trained personnel, it is anticipated that the observance of the procedures will be followed more efficiently.

The ICS is one of the flagship programs of the Office of the Civil Defense and by virtue of various National Disaster Risk Reduction and Management Council issuances, was institutionalized as an on-scene disaster response tool of the Philippine DRRM System.
