Manifesting the rich culture of the province of La Union, the Provincial Government of La Union (PGLU) paid tribute to the 1st Ilocano and 6th President of the Philippines President Elpidio R. Quirino in the celebration of his 132nd Birth Anniversary through a Wreath-Laying Ceremony on November 16, 2022 at the Provincial Capitol Grounds, City of San Fernando, La Union. Vice-Governor Mario Eduardo C. Ortega together with the Sangguniang Panlalawigan Board Members Victor I. Rivera and Cynthia Angelica M. Bacurnay, PGLU Department Heads, Resident Historian Dr. Adriel O. Meimban and PGLU employees joined the said activity.
Simultaneously, the Local Government Unit (LGU) of Bacnotan headed by Mayor Divina Fontanilla, spearheaded their own Wreath Laying activity in honor of Pres. Elpidio Quirnino held at the Quirino Elementary School, Bacnotan, La Union with the participation of the teaching and non-teaching staff and students of the same. On the other hand, the LGU of Caba headed by Mayor Donna R. Crispino had their ceremony at the Elpidio Quirino Monument in Barangay Gana, Caba, La Union. Both ceremonies were attended by LGU employees, representatives from the Philippine National Police (PNP) and Bureau of Fire Protection (BFP), barangay officials of the host barangays, and other private stakeholders.
Hailed in Vigan, Ilocos Sur, President Elpidio R. Quirino, who was born on the 16th day of November 1890, was the third child of Don Mariono Quebral Quirino and DoΓ±a Gregoria Mendoza Rivera of Agoo, La Union. Significant accounts that could be attributed to his connection in the province is his early years in Aringay, La Union and his teaching years in one of the Schools in Caba, La Union. Before he assumed post in government office, he was a Lawyer by profession. He then became the representative of Ilocos Sur from 1919-1925 and senator from 1925-1935. he was elected Vice-President in 1946 until he became appointed President in 1948 after the death of Pres. Manuel Roxas. Finally, he won the election as President in 1949 election.
Many of his accomplishments still lives on. According to La Union resident historian Dr. Meimban, the La Union Provincial Capitol Building is one of the recipients of his nationwide program on the rehabilitation of Provincial Capitols.
The activity, being aligned with the #LaUnionKaprobinsyanihan battlecry of Gov. Raphaelle Veronica βRafyβ Ortega-David, paves way for the kaprobinsiaan to unite in preserving and promoting the culture and tradition of our province La Union. This also allows every citizen to be one in the observance of practices, customs, laws and commands of the constitutions and in celebrating the exemplary life of the men and women of history.
