San Fernando City, La Union โ€“ The Provincial Land Use Committee (PLUC) approved the Comprehensive Land Use Plan (CLUP) for the period 2019 to 2028 of the Municipality of Pugo during its 3rd meeting on June 14, 2022 via Zoom video conferencing. Likewise, the PLUC members applauded the unity and full support of the officials of the said municipality during the presentation of the said plan.

With their vision, โ€œPugo, a home of God-loving, empowered, healthy, and self-reliant citizenry led by dynamic leaders, living in an ecologically balanced environment, safe, disaster-ready, climate-resilient, peaceful, and in an economically and socially progressive agri-ecotourism communityโ€ coupled with their well-defined development thrust and spatial strategies, the officials were able to win the PLUC membersโ€™ recommendation for approval of their CLUP to the Sangguniang Panlalawigan (SP).

During the said meeting, Ms. Victoria A. Ordoรฑo from DTI recommended for the approval of the CLUP to include all recommendations and address the provided comments. The motion was supported by Ms. Nicolette May O. Amon from DILG stating the same conditions prior to the approval of the PLUC to recommend the CLUP to the SP. Meanwhile, Arch. Alfredo G. Tubera, EnP, the Municipal Planning and Development Coordinator (MPDC) of LGU Pugo said that they will comply with the said comments and recommendations for the entirety of the CLUP which is composed of four volumes. These four volumes encompassed the rational approach of allocating available land resources as equitably as possible among competing user groups and for different functions consistent with the development plan of the local government unit.

The PLUC is headed by the Provincial Planning and Development Coordinator with members from the National Government Agencies like the Department of Human Settlement and Urban Development (DHSUD), Department of Tourism Regional Office I (DOT), Department of Public Works and Highways (DPWH), Department of the Interior and Local Government-Provincial Office (DILG), Department of Trade and Industry Provincial Office (DTI), Department of Agrarian Reform - Provincial Office (DAR), and Department of Environment and Natural Resources. Other members include the Office of the Provincial Agriculturist (OPAg), Provincial Engineering Office (PEO), Office of the Provincial Assessor (OPAss), La Union Provincial Tourism Office (LUPTO), Environment and Natural Resources Office, and the Office of the Provincial Planning and Development Coordinator as the secretariat of the committee. Also present during the meeting is the representative from the Sangguniang Panlalawigan Committee on Housing, Land Use, and Relocation.

The Comprehensive Land Use Plan is a long-term framework plan with a coverage of 9 years. This plan deals with land use of LGU towards a certain goal. It also has a zoning ordinance that will serve as an implementing tool of the Plan.
