Identified as one of the most flood-prone areas in the province and also a coastal town, the Municipality of Luna capacitated a total of 36 community responders through the conduct of Basic Water and Rescue Training (BAWAR) by the Provincial Disaster Risk Reduction and Management Office on March 13-17, 2023 aligned with Gov. Raphaelle Veronica "Rafy" Ortega-David's thrust for quick emergency response time during disaster.
The participants from the Municipal Disaster Risk Reduction and Management Office, Local Government of Luna, Bureau of Fire Protection, Philippine National Police, Barangay Councils, and Red Cross volunteers were trained on Disaster Risk Reduction and Management; swimming; life saving; underwater knot tying; survival techniques; rescue techniques and approaches for conscious and unconscious; and breath holding while they were given actual tests on one mile swimming and simulated multiple drowning incidents.
On March 6-8, 2023, a total of 48 first responders were also trained on Standard First Aid and Basic Life Support from the said Municipality where practical standard rescue skills were handed down to the participants.
Municipal Mayor Gary N. Pinzon expressed his gratitude to the Provincial Government of La Union and committed that the trained first responders will be ready rescuers not only in the municipality but as well as support to the province and other municipalities should the need arise.
Sharie Morgate a completer of both trainings from Barangay Magallanes and employee of the local government unit shared, "Kasla ak met na-empower ta daytoy a training ket naawatak ti kaipapanan iti pudno a panagtulong iti panawen ti layos wenno no adda malmes. Agyamanak la unay iti PGLU. (I feel empowered because this training made me understand the true relevance of extending help during flooding and if there's drowning. Thank you very much PGLU.)"
