LA UNION ENHANCES CAPACITIES THROUGH PUBLIC-PRIVATE PARTNERSHIP

With an aim to build a collaborative relationship between the public and private sector, the Provincial Government of La Union through the Office of the Provincial Governor-Local Economic Enterprise and Investment Promotions Unit (OPG-LEEIPU), hosted a two-day Public-Private Partnership Orientation and Project Identification Workshop to improve the delivery of services and programs to the people on February 1-2, 2023 at the Agora Event Center, Thunderbird Resorts, Barangay Poro, City of San Fernando, La Union.

In a message delivered by Gov. Raphaelle Veronica Ortega-David to the 73 participants composed of the different Department Heads, Key Technical Staff from the PGLU and representatives from the different Sangguniang Panlalawigan Committees, the lady governor emphasized to the team that they must work together efficiently and innovatively to achieve the goals of the future Public-Private Partnership Projects that could benefit all of our Kaprobinsiaan.

β€œIt reflects po kasi yung role ko as your governor, na hindi ko maisasakatuparan yung mga objectives natin sa ating probinsya kung wala po kayoβ€” kayong mga Kaprobinsiaang bumubuo sa minamahal nating La Union. And specifically, bilang tayo po ay mga employees at heads sa ating respective departments, ang trabaho po natin ay ang magbigay ng dekalidad na serbisyong pampubliko. Pero hindi po enough yung tayo lang. Kailangan po natin ang mga private sectors na siyang hindi nagsasawang maging kasama at kasangga natin sa pagbibigay serbisyo sa mga taga-La Union.

Resource Speakers from the Capacity Development Division of Public-Private Partnership Center of the Philippines, Ms. Dionne Marga M. Larin, Director III, Mr. Ysrael M. Camacho, Training Specialist, Ms. Agape Sem B. Comendador, OIC-Division Chief, and Ms. Kristina Alodia A. Armengol, Project Development Officer facilitated the orientation. The topics discussed include the Introduction to the Public-Private Partnership and the Philippine PPP Program, the Philippine PPP Legal Framework, PPP Infrastructure and Development Projects: Processes and Cycle, and a Briefing on Existing Policies on Joint Venture Agreements between Government and Private Entities. With this activity, it enables different key offices to grasp the preparation of PPP projects structure and identification of possible priority PPP Projects the PGLU can go to.

On the second day of the PPP Orientation and Project Identification Workshop, PGLU team managed to submit and present six major proposed projects – The Agri-Digitalization, Bulk Water, Hospital Dialysis, PUSO App, Sports Complex and Tourism Assistance Center. After the presentation of proposed projects, there was an open forum to clarify certain complex matters. Provincial Administrator Ms. Agnes A. Cargamento also gave her impression of the activity.

PPP is an avenue of empowering local governments and tapping resources and expertise of the private sector in order to deliver better programs and services to the people.

Governor Raphaelle Veronica Ortega-David is very optimistic that the PPP and identification of future projects of the PGLU will soon materialize to be able to respond appropriately to the needs of every Kaprobinsiaan as we venture to the vision of La Union to become the Heart of Agri-Tourism in Northern Luzon by 2025.
