Nakakaranas ng bahagyang paglakas ng hangin na may kasamang ulan ang probinsya. Namataang nasa Silangan ng Calayan, Cagayan ang sentro ng bagyo at kumikilos ito patungong West Northwestward sa bilis na 15 km/h.
