PGLU shares HR Best Practices with the Province of Nueva Vizcaya

The Provincial Government of La Union (PGLU) welcomed the delegation of the Provincial Government of Nueva Vizcaya - Provincial Human Resource Management Office (PHRMO) on June 9, 2023 as the later organized a benchmarking activity focused on human resource management towards organizational development for best quality of public service.

The delegates, headed by Dr. Ma. Carla Lucia M. Torralba, were welcomed by Provincial Administrator Agnes Grace A. Cargamento and the Office of the Provincial Administrator-Human Resource Management Unit (OPA-HRMU). During their visit, they had the privilege of a courtesy meeting with Governor Raphaelle Veronica "Rafy" Ortega-David, and a Provincial Capitol Tour with the La Union Provincial Tourism Office representatives where they gained insights into the heritage and rich culture of La Union.

One of the highlights of the benchmarking activity was the presentation by the OPA-HRMU of the PGLU showcasing their notable practices in key human resource systems. These includes Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition, which were recognized as under Maturity Level 2 (Process-Defined HRM) in the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission.

As the PGLU advances towards digital governance, three in-house developed systems relating to enriching human resources were also presented to the delegates, and these were the PGLU Careers, PGLU Workspace, and Find Jobs La Union. These systems do not only direct the PGLU to the technology-intensive environment but also aim to provide efficient and high-quality service to the Kaprobinsiaan.

Following the sharing of best practices in the PGLU, the PHRMO of Nueva Vizcaya was given the opportunity to present its distinct execution of HR practices that the PGLU may integrate with its existing HR processes.

This benchmarking activity represents a pivotal moment for transformative governance, significantly enhancing organizational effectiveness and fostering positive change and empowerment within both the Provincial Governments of La Union and Nueva Vizcaya. By leveraging successful strategies and embracing digital governance, the provinces aim to elevate public service standards and further empower their respective communities.
