PGLU June Flag Raising Emphasized Transparency in Gov't Service, Purpose in Serving Kaprobinsiaan

Moving towards the end of the first half of the year, Gov. Raphaelle Veronica “Rafy” Ortega-David encouraged the Provincial Government of La Union (PGLU) workforce to remember the very reason why they came on board in the service, which is to do more and provide more to the Kaprobinsiaan. During the first Monday Flag Raising Ceremony, Gov. Rafy highlighted that no matter how big or small one’s efforts and actions are, these all make a difference. Reflecting on how far they have come and what they have done that was worthwhile is essential in re-assessing themselves as they reach their personal goals and eventually attaining the organization’s goals.
Fostering effective governance involves the value of transparency, which is vital in serving other people and promotes a culture of openness where voices are heard and the contribution of everyone is recognized. From this, a transparent government employee embodies a reliable and authentic sense of self that embodies trust and credibility.
In promoting quality service in the PGLU, Gov. Rafy administered the mass oath-taking of nine newly appointed employees including Jan Micko L. Nelmida, Administrative Officer II (HRMO I) from the Office of the Provincial Administrator; Englebert C. Que, Administrative Officer I (Records Officer I) of the Provincial General Services Office (PGSO); Carlitos H. Jucar, Heavy Equipment Operator I of the Provincial Engineering Office; Neil M. Floresca, Private Secretary I from the Sangguniang Panlalawigan Office; Raychelle C. Arciga, Junarine Ann R. Moulic, and Marcelino A. Castro, Jr., Laborer I from the Provincial Social Welfare and Development Office; Joel A. Velasco, Laborer I from the Provincial Disaster Risk Reduction Management Office (PDRRMO); and Kathleen Kay P. Flores, Laborer I from Balaoan District Hospital.
Moreover, four Service Awards were conferred to retiring employees who have rendered notable and significant contributions to the PGLU. They were Samuel C. Flores of the PGSO with 12 years of service; Rosemarie P. Garcia from the Office of the Provincial Agriculturist with 36 years of service; Engr. Fe Jennifer V. Yaranon from the Office of the Provincial Planning and Development Coordinator with 34 years of service; and Lowrence G. Lim from the Provincial Health Office with 32 years of service.
Lastly, six personnel from the PDRRMO were recognized for their exemplary performance and commendable behavior in their immediate response to a constituent in a medical emergency. The awardees for the Gantimpala Agad Award were Jerick B. Bravo, COS LDRRM Aide; Cavin Klein A. Calapati, COS 911 Telecommunicator; James Esconde, COS Driver; Marlon I. Moises and Rashidah May O. Quitos, both COS Nurse; and Ric A. Nisperos, Administrative Aide IV (Driver II).
Gov. Rafy concluded her message with an excerpt from Barack Obama’s speech “When we look out for one another and we take care of each other, when we root for one another's success, when we strive to do better and to be better than the generation that came before us and try to build something better for generations to come, that's why we do what we do. That's the whole point of public service.”
