The PGLU, led by Gov. Raphaelle Veronica “Rafy” Ortega-David, together with ISA, represented by its Executive Director Christian P. Zaens, formalized its bid to undergo the final stage of the PGS through the signing of a Memorandum of Agreement. In support, the Provincial Planning and Development Coordinator, Ms. Michaela Louise T. Delfinado and ISA’s Program Officer, Ms. Maria Jose Guadalupe R. Luistro served as witness signatories to the collaboration that aims to prepare the PGLU in the Institutionalization Stage Revalida.
ISA’s Executive Director Zaens led the re-orientation of the vital stakeholders in the PGS Fundamentals and hallmarks of the four stages of the PGS. This was followed by the updates on the PGS Elements, highlighted by the 2020-2022 and 2023-2025 Scorecard reports as presented by the Strategy Management Unit of the Office of the Provincial Planning and Development Coordinator.

These were consequently assessed by the vetting committee composed of Sangguniang Panlalawigan Board Members, Senior Transformative Leadership Team, and the La Union Multi-Sectoral Governance Council.
