PGLU Formulates GAD Plan, Budget 2026; Holds Implementation Workshop for Gender, Development

The Provincial Government of La Union (PGLU) in partnership with the Department of the Interior and Local Government Regional Office 1 (DILG – RO1) successfully conducted a Workshop on the Formulation of the Province’s Gender and Development (GAD) Plan and Budget 2026 at the Provincial Disaster Risk Reduction Management Office Training Hall, City of San Fernando, La Union.
The workshop served as a platform to identify relevant programs and projects based on the La Union GAD Code 2023 and the gender issues and gaps in the province. The workshop also assessed the performance of the province in the implementation of its GAD programs and projects in 2024 and apprised the offices of the guidelines in preparing the GAD Plan and Budget 2026.
Key topics covered in the workshop included the presentation of the CY 2024 PGLU GAD accomplishment report, the draft GAD Plan and Budget for 2026, and the results of the review of the Office of the Provincial Planning and Development Coordinator (OPPDC) and DILG-RO1. Experts and advocates including Hedrich V. Calderon of the DILG-RO1, Ms. Elma Marie R. Quinagoran of the Sannguniang Panlalawigan, and EnP. Glo Ann B. Miranda and EnP. Julie Ann A. Arciaga of the OPPDC served as the speaker of the said activity.
Participants from the various PGLU Offices revised their respective GAD Plan and Budget for 2026 during the workshop ensuring that GAD programs and projects will be incorporated in the Annual Investment Program 2026 and Local Expenditure Program 2026 of the PGLU.
Through the leadership of Gov. Raphaelle Veronica “Rafy” Ortega-David, this initiative is part of PGLU’s ongoing efforts to institutionalize gender mainstreaming from planning, programming, budgeting, and monitoring and evaluation to intensify gender and development efforts in La Union in line with the National Women’s Month Celebration.
