PGLU Adopts NEDA’s eRPMES for Smarter, More Transparent Project Monitoring

The Provincial Government of La Union (PGLU) has strengthened its project monitoring and evaluation system by officially adopting the Online Regional Project Monitoring and Evaluation System (eRPMES) of the National Economic and Development Authority Regional Office 1 (NEDA RO1). This collaboration was formalized through a Memorandum of Agreement (MOA) signing held on February 25, 2025, at the Office of the Provincial Governor Lobby, Provincial Capitol, City of San Fernando, La Union.
The system enables real-time monitoring, faster reporting, and better decision-making for PGLU projects, ensuring they are implemented efficiently and effectively.
The MOA signing was led by La Union Governor Raphaelle Veronica “Rafy” Ortega-David and NEDA RO1 Assistant Regional Director Irenea B. Ubungen, with Provincial Planning and Development Coordinator, EnP. Michaela Louise D. Javier, and NEDA RO1 Monitoring and Evaluation Division Chief Economic Development Specialist, EnP. Ednore Freynon N. Perez serving as witness signatories.
ARD Ubungen emphasized that the MOA signing strengthens collaboration between PGLU and NEDA RO1 in improving project monitoring. She highlighted that NEDA RO1 pioneered the country’s first web-based RPMES, and that PGLU is the first LGU to adopt eRPMES, setting a precedent for others to follow. She also assured NEDA RO1’s full support in its deployment and hopes the partnership will serve as a model for future collaborations, contributing to the Ambisyon Natin 2040 vision of a stable and prosperous nation.
In response, Gov. Rafy welcomed the partnership, emphasizing PGLU’s commitment to working with national agencies to improve services. She highlighted that eRPMES will enhance project monitoring, ensuring not just the start and end but also the critical middle phases are tracked for proper implementation and quality assurance.
