LU SANGGUNIAN SECRETARIES ATTEND SEMINAR-WORKSHOP, NATIONAL CONVENTION 2019

Sanggunian secretaries and legislative staff from the Sangguniang Panlalawigan of La Union join over 500 participants from all over the country in the opening ceremonies of the annual Phil. League of Secretaries Assembly at Grand Astoria Hotel, Zamboanga City on June 5, 2019. Other members of the La Union delegation included Sangguniang Bayan of Bacnotan, Bauang, Santol, Aringay, San Gabriel, Sudipen, San Juan, Bagulin, Agoo and Rosario.

Almost 700 delegates from the Philippines attended the 2019 Seminar Workshop and National Convention of the Philippine League of Secretaries to the Sanggunian, Inc. (PLEASES, Inc.) at Grand Astoria Hotel, Zamboanga City from June 5-8, 2019.

Delegates included sanggunian secretaries and their legislative staff in the barangay, municipal and provincial levels. Also in attendance were Mayors, Vice Mayors, Vice Governors, Sangguniang Bayan Members (SBMs) and Sangguniang Panlalawigan Members (SPMs).

The delegation from La Union was composed of the Sanggunian Secretaries and legislative staff from the SP of La Union, and SBMs from Bacnotan, Bauang, Santol, Aringay, San Gabriel, Sudipen, San Juan, Bagulin, Agoo and Rosario.

The theme of this year’s convention was “Formulation of Local Tourism Code: An Investment for Socio-Economic Progress.” Said theme was comprehensively illustrated through the speech of Ilocos Norte Vice Governor-elect Cecile Araneta-Marcos who was the Guest of Honor and Speaker during the Opening Ceremonies on behalf of Senator-elect Imee Marcos.

Vice Governor-elect Araneta-Marcos the status of tourism industry in Ilocos Norte, which is one of the main sources of local revenues of their province and had been the preferred destination of both local and international tourists.

Zamboanga City Mayor Maria Isabelle Climaco Salazar talked about the challenges their city had overcome and various strategies they initiated and implemented to maintain peace and order to ensure that progress and development are sustained down to the barangays and communities.

Five major topics discussed during the seminar workshop for two days were Stress Management for a Healthy Life; the Role of Tourism for Socio Economic Progress; Formulation of Local Tourism Code; Rule on Validity and Effectivity and Correction of Regulatory, Revenue and Administrative Barangay Ordinance; and Rules on Validity of Annual and Supplemental Barangay Appropriation Ordinances. Resource Speakers were from various academic and local government offices in the Mindanao region.

A national election among registered members of PLEASES was likewise conducted and who will sit as officers from 2020 to 2021. Elected as president was the Secretary to the Sanggunian of the Municipality of Veruela, Agusan del Sur, Sec. Gaudelia E. Bardo while SB Sec. Alberto Milo of San Juan, La Union was elected as the P.R.O. at the national level.

The next PLEASES convention will be held in Dumaguete City on September 2019.
