LU Prov’l Dev’t Council Convenes for First 2025 Meeting, Strengthens Inclusive Governance, Strategic Planning

With the goal of reinforcing inclusive and transformative governance through participatory planning and investment, the Provincial Development Council (PDC) of La Union held its first council meeting for Calendar Year 2025 on May 27 via video conference. The meeting was presided over by Gov. Raphaelle Veronica “Rafy” Ortega-David as the PDC Chairperson.
Local chief executives and representatives from civil society organizations came together to shape the province’s development agenda, affirming their shared commitment to responsive, people-centered governance in the province. The Council discussed key investment plans and infrastructure projects that aim to address both immediate needs and long-term goals.
Among the key topics was the approval of the farm-to-market road project in Barangay Halog West, Tubao, which was presented by the Department of Agrarian Reform – La Union. This infrastructure initiative is expected to boost agricultural productivity and improve access to markets for local farmers.
The Council also approved amendments to the 2025 Annual Investment Program (AIP) of the Provincial Tourism Office, ensuring alignment with updated strategies for cultural promotion and economic development.
In addition, the 2025 Supplemental AIP No. 1 was approved, which includes proposed additional investments across several Provincial Offices. These supplemental allocations cover critical areas such as environmental preservation, educational access, local governance support, and law enforcement. Notable adjustments include an increase in funding for the Search for the Cleanest, Safest, and Greenest LGU in the province, expansion of the Alternative Learning System Program, additional aid to barangays, support for law enforcement agencies through the provision of office resources and training, and the refurbishment and upgrading of the offices of newly elected Board Members and the SP Secretariat.
To reinforce long-term planning, the Council also approved the 2026 AIP, highlighting La Union’s proactive and anticipatory approach to governance.
During the meeting, the Council reviewed its 2022–2024 accomplishments, which included the passage of 34 resolutions and the strengthening of participatory governance and planning mechanisms.
Gov. Rafy also shared updates from the recent Regional Development Council meeting, highlighting progress on regional infrastructure priorities such as the Bauang–San Fernando–San Juan Bypass Road; the Tarlac–Pangasinan–La Union Expressway; and the San Felipe Dam.
The governor expressed her appreciation for the Council’s continued support, emphasizing that their collaboration is key to achieving inclusive growth. She thanked everyone for their commitment to La Union PROBINSYAnihan in building a province that listens, innovates, and rises together.
With unified leadership and a shared vision, the PDC continues to steer La Union toward inclusive development and a future anchored on innovation, resilience, and collaboration.
