LU Board pursues inspection of “Bahay Pag-asa” Programs, Management

Last December 3, 2021, Hon. Jennifer C. Mosuela, vice chair of the Committee on Social Service, and Hon. Annabelle S. De Guzman, together with the representatives of the Department of Social Welfare and Development (DSWD) and the Sangguniang Panlalawigan Secretariat conducted an ocular inspection of the Bahay Pag-asa, Bacnotan, La Union.

Both Board Members have sought an immediate assessment on the implementation of the facility known as "Bahay Pag-Asa," to ensure that youth offenders are properly taken care of.

Hon. Mosuela expressed her desire to know whether the current management of the institution is in adherance to the mandate of Provincial Ordinance no. 157A-2018 and the Juvenile Justice and Welfare Act

Meanwhile, Hon. De Guzman believes that it is high time to know the implementation status of Provincial Ordinance no. 157A-2018 and reassess the compliance of Local Government Units (LGUs) and Provincial Social Welfare and Development Office (PSWDO) regarding the Juvenile Justice and Welfare Act.

Under RA No. 10630, all LGUs are required to establish a "Bahay Pag-Asa," a 24-hour child-caring institution that will serve as residential care for Children in Conflict with Laws who are above 15 but below 18 years old.

Aside from facility management and sordinance implementation status, Hon. Mosuela also observed that the said facility needs more improvements such as putting up wired fences and installation of CCTV cameras for the safety and protection of the children. She said that these should be acted upon immediately to ensure the safety and welfare of the children and the employees.

Hon. De Guzman likewise stressed the importance of providing a safe place to assist Children in Conflict with Laws to transform and rehabilitate their lives more efficiently.

"It's not too late for these youths to change. We have to provide a conducive environment for them where they could have a second chance and finally be reintegrated into the community," she said.

Both Board Members promised through legislation upgrading equipment and facilities inside the center, including putting up an activity area for recreational activities and education purposes

Bahay Pag-Asa remains operational with the assistance of committed house parents, psychologists and social workers to assist youth offenders as they walk through a better path.
