During the regular session of the Sangguniang Panlalawigan (SP) held on February 25, 2025, Board Member (BM) Jennifer C. Mosuela-Fernandez filed draft Resolution 195-2025, urging the Philippine Senate to immediately convene as an impeachment court to try the impeachment case against Vice President (VP) Sara Duterte.

BM Mosuela-Fernandez cited Section 3, Article XI of the 1987 Constitution, which mandates that once the Senate receives a verified complaint against an impeachable official, it must
convene as an impeachment court and proceed with the trial without delay. She emphasized that this constitutional provision ensures due process, government accountability, and the integrity of democratic institutions.

She further stated that Filipinos deserve to know the truth about the VP’s alleged impeachable offenses as outlined in the Articles of Impeachment. Transparency in the process, she argued, is necessary to uphold public trust in government. She also highlighted that a Senate impeachment trial would provide the VP the opportunity to defend herself against the allegations, ensuring fairness and due process.

Accordingly, any failure by the Senate to act on the impeachment complaint could set a dangerous precedent, potentially weakening the constitutional mechanism designed to check abuses of power and diminish the credibility of the impeachment process.

It can be recalled that the impeachment complaint originated in the House of Representatives and was transmitted to the Senate on February 5, 2025.

As the nation awaits the Senate’s next steps, the Resolution passed by the SP of La Union serves as a strong call for legislative action, reinforcing the importance of upholding democratic principles, the rule of law, and accountability.
