Innovating Volunteerism: 2nd Kadua Portal End-User Training Equips VFPS Members

Fusing the province’s deep-rooted culture of bayanihan with the power of digital innovation, the Provincial Government of La Union (PGLU) through the Office of the Provincial Governor- Information and Communications Technology Unit (OPG-ICTU) and the Office of the Provincial Planning and Development Coordinator (OPPDC) conducted the 2nd Kadua Portal End-User Training (EUT) on June 5, 2025, at Meeting Room No. 4 of the Speaker Pro-Tempore Francisco I. Ortega Convention Center, Sevilla, City of San Fernando, La Union.

The training brought together the Volunteerism Focal Point System (VFPS) members from various PGLU offices to deepen their understanding and utilization of the newly upgraded Kadua Portal—La Union’s groundbreaking digital platform for volunteer engagement and coordination.

More than just a portal, Kadua is an innovative leap forward on how communities are mobilized, civic efforts are organized, and volunteer opportunities are accessed. With its latest system updates and user-centered enhancements, the portal now features Volunteer Dashboard, Opportunity Hub, Volunteerism Database and Report Generation, Two-Factor Authentication (2FA), Role-Based Access Control, and Audit Trail.

“The KADUA Portal represents more than just the use of digital tools—it is a strategic system designed to meaningfully link volunteers with service opportunities where they are needed most,” said OPPDC Strategy Management Unit Head Dr. Jerome C. Orate. “It’s about reimagining the way we serve—demonstrating how digital solutions can enhance public service and deepen community engagement.”

The training session featured hands-on system navigations, interactive Q&A segments, troubleshooting scenarios, and a walkthrough of the portal's new dashboards and engagement tools. Participants were also encouraged to provide real-time feedback on the user interface and suggested future enhancements to support grassroots mobilization.

As the Kadua Volunteerism Program continues to evolve, La Union continues to lead by example in digital governance and citizen participation. The portal and the successful training stand as a testament to the province’s commitment to a resilient, inclusive, and innovative community.
