PGLU Personnel, Emergency Response Agencies Take Earthquake, Landslide Search, Rescue Orientation Course

In its continued efforts to strengthen Disaster and Emergency Management in the province, the Provincial Government of La Union (PGLU) through the Provincial Health Office conducted the second leg of the Earthquake Preparedness and Landslide Search and Rescue Orientation Course (ELSAROC) for PGLU Safety Officers, Provincial Disaster Risk Reduction and Management Office Training and Operations personnel and Philippine Air Force (PAF) officers on May 9-11, 2023 at the Home of Hope Building in Sevilla, City of San Fernando, La Union.

The activity was conducted in partnership with the Metropolitan Manila Development Authority (MMDA) and the Pharmaceutical and Healthcare Association of the Philippines Cares Foundation.

This project was first initiated in January 21-24, 2020 wherein representatives from several PGLU offices, PAF, and Bureau of Fire Protection participated in the training held at the Scanner’s Den and open grounds of the Wallace Air Station, City of San Fernando, La Union.

ELSAROC is a three-day comprehensive training program that aims to equip first responders with basic knowledge and skills to manage and implement earthquake and landslide search and rescue. The course involves interactive lectures, written exams and practical exercises that are facilitated by trainers from the MMDA. A simulation exercise on the last day was the culminating activity of the training wherein the participants were given scenarios that gauged their ability to promptly organize and execute an earthquake and landslide search and rescue mission.

The joint training also promotes interoperability between the PGLU and other agencies involved in Disaster and Emergency Management as a preparedness measure for the growing threats of mega disasters and mass casualty incidences brought about by both natural and human-induced hazards.
