SP SECRETARIAT PREPS EXECUTIVE-LEGISLATIVE AGENDA 2023-2025 TARGETS

To jump start, reassess and finalize the target policies as stated in the 2023-2025 Executive-Legislative Agenda (2025), the Sangguniang Panlalawigan (SP) secretariat, headed by SP Secretary Donato A. Rimando, conducted a Focus Group Discussion (FGD) for legislative targets under the Resilient Communities Sector on February 17, 2023 at the SP Lobby, Speaker Pro-Tempore Francisco I. Ortega Legislative Building and Session hall, Provincial Capitol, City of San Fernando, La Union.
A total of 30 participants joined the said FGD wherein items in the ELA were discussed one by one to determine the status of the identified legislative support target whether they are accomplished; for legislative research on the proposed measures; to be merged; to be parked for the time being; or if it will be removed from the current set of targets.
After discussions during the FGD, from an initial identified 91 targets, the targets were cut down to 80 under the Resilient Communities sector. This is because some targets/ proposed legislative measures, as stated by either the lead SP Committee or the counterpart executive office, are no longer feasible for the current term but might still be considered in the future.
The SP Secretariat also created a collaborative Google Sheet document which will serve as the Legislative Agenda workplan, wherein focal persons are asked to tag the priority level of each proposed measures, keep track on their targets, and update the status whether items are under legislative research, legislative process, or are already accomplished.
The 23rd Sangguniang Panlalawigan is committed to work hand-in-hand with the executive department in a true #probinsyanihan fashion to accomplish all legislative support targets and to move closer to the realization of La Union’s vision to be the Heart of Agri-Tourism in Northern Luzon by 2025 and the PUSO agenda of the present administration headed by Gov. Rafy Ortega-David, Vice-Governor Mario Eduardo C. Ortega, and the Honorable Sangguniang Panlalawigan Members.
Another set of FGD is set to be conducted to discuss the legislative targets for the Financial Stability, Economic Dynamism and Organizational Accountability Sectors.
