PGLU Thanks Juvenile Justice Welfare Council R1 for Bahay Pag-Asa Support, Donations

Hope reigns in Bahay Pag-Asa (Balay Namnama), especially for the Children in Conflict with the Law (CICL) they are serving, as Gov. Raphaelle Veronica โRafyโ Ortega-David personally receives new supplies and equipment donated by the Juvenile Justice and Welfare Council Region I on February 3, 2023.
The said turning-over activity is part of JJWCโs program development to ensure the full implementation of the Juvenile Justice and Welfare Act (JJWA) in Ilocos Region.
Together with Provincial Welfare and Development Officer Ranilo P. Ipac, Gov Rafy was delighted to receive personal hygiene supplies, recreational equipment and other necessities that will province comfort and entertainment to the children in Bahay Pag-Asa.
As a youth advocate herself, Gov. Rafy mentioned that such donations are very much appreciated for the CICLs to feel that they are safe and that there is a community to welcome them wholeheartedly outside the confines of Bahay Pag-Asa.
JJWA mandates the adoption of the principle of restorative justice. It prohibits the detention of juvenile offenders in jail, thus, providing them prevention programs that introduces diversion through rehabilitation, reintegration, and aftercare programs. JJWA also seeks to establish a protective environment for children, so that they will not commit crimes or be victims of crimes.
In response to the JJWA mandate, the Provincial Government of La Union (PGLU) established Bahay Pag-Asa and started its operation on May 2, 2021. Its establishment strongly encourages the Local Government Units in the province to continue upholding childrenโs rights through appropriate interventions, and ensure the full implementation of the law, especially in the new normal.
Gov. Rafy and the Provincial Government of La Union continue to promote the creation of safe spaces in the province, and the development of programs that would guide the youth as they thrive to realize their goals in their lives.
