La Union Welcomes a New Chapter of Leadership, Transitioning from Gov Rafy’s PUSO Serbisyo to Gov. Mario’s La Union Agkaysa

The Province of La Union looks forward to a new chapter of strengthened leadership, continued service, and deepened unity as Governor-elect Mario Eduardo C. Ortega prepares to officially assume office on June 30, 2025 following the ceremonial turnover of governorship from outgoing Governor Raphaelle Veronica “Rafy” Ortega-David today, June 27, 2025 at the Speaker Pro-Tempore Francisco I. Ortega Convention Center in Sevilla, City of San Fernando, La Union.
The event was attended by Provincial Officials, Provincial Government of La Union Department Heads and Chief of Hospitals, Employees, and representatives from different National Government Agencies who witnessed the symbolic transition of leadership in the province.
As the agency mandated to oversee and ensure orderly transitions in local government units, the Department of the Interior and Local Government (DILG) plays a key role in upholding good governance during the turnover process. DILG La Union Provincial Director Reggie R. Colisao was present to underscore this responsibility and to express appreciation for the leadership of Gov. Rafy, while also conveying full support for the incoming administration of Governor-elect Mario.
“You have led La Union with a purpose, steered the province through both trials and victories and laid down programs that have touched the lives of many Elyukanos. It has been an honor to have worked alongside you in advancing good local governance,” Dir. Colisao expressed to the current administration.
“Congratulations as well to the incoming provincial officials, may you be faithful stewards of our beloved province committed to selfless service guided by sustainability, grounded inclusiveness and open to innovation and transformative governance,” she added.
In her turnover message, Gov. Rafy reflected on her term as the province’s first female and youngest governor. She expressed her gratitude to the PGLU workforce and the people of La Union, citing the transformative programs launched under her leadership such as the La Union PROBINSYAnihan and the P.U.S.O. Agenda.
“With you, we were able to truly make a difference….I would not have been as effective as the governor if it weren’t for all of you,” she shared, as she highlighted accomplishments including national and international recognitions.
Addressing her successor, she encouraged Governor-elect Mario to carry forward a leadership grounded in heart, service, and sincerity, while assuring her continued support even as she steps down from office.
“I have no doubt that with your years of experience, you will be able to lead the province with knowledge and purpose. From one Governor to another, I enjoin you to carry on what we’ve started – a leadership grounded in heart, service, and sincerity.”
In his acceptance speech, Governor-elect Mario Eduardo C. Ortega, expressed appreciation for Gov. Rafy’s leadership and the accomplishments of the past three years. He called on all provincial employees to move forward in unity and renewed commitment.
“Thank you very much for handling the province in the past three years. Rest assured that we will not put it aside,” he emphasized, vowing to lead the province with wisdom, purpose and vision.
“I see that you have offered your help to services- it’s most welcome, because I will not put aside anybody who wishes to lend a hand for us to work together for the betterment of our province, La Union,” he added.
With hearts full of gratitude and hope, the PGLU officially embarks on a new term under the leadership of Governor-elect Mario guided by experience, inspired by legacy, and driven by service for the kaprobinsiaan.
