PGLU Cites Outstanding LGUs for Excellence in Tax Collection and Governance

The Provincial Government of La Union honored outstanding Local Government Units (LGUs) for their exemplary performance in tax collection, compliance, and governance strategies during the 2024 Tax Appreciation Program held at the La Union Convention Center.

The event was attended by the Bureau of Local Government Finance (BLGF) Regional Director Melcy Baluyan, BLGF staff, Sangguniang Panlalawigan representatives, municipal mayors, treasurers, and assessors.

Gov. Raphaelle Veronica "Rafy" Ortega-David conveyed her support for the event and LGUs. In her message delivered by her Executive Assistant Justo “Tito” H. Orros III, she emphasized the administration's commitment to sustainable progress and good governance across La Union.

The recognized LGUs were commended for their innovative programs promoting fiscal sustainability and public trust, as well as their efforts to engage KaPROBINSYAnihan in fulfilling tax responsibilities.

Bauang, San Juan, and Caba were recognized as the Top Performing LGUs in Collection Efficiency in Real Property Tax (RPT), while Bauang also secured the Top Performing LGU award in Nominal Collection in RPT. Rosario, Aringay, and Tubao excelled in Collection Efficiency in Local Business and Taxes, whereas Rosario, Bangar, and Sudipen topped the category for Collection Efficiency in Local Fees and Charges. Bauang, Aringay, and Santol were awarded for their Collection Efficiency for Receipts in Economic Enterprise. Aringay emerged as the Overall Top Performing LGU for Year-on-Year Growth in Local Sourced Revenue, and Sudipen was recognized as the Overall Top Performing LGU in Collection Efficiency.

Special awards were also given, with Naguilian receiving the Top 1 Most Innovative LGU award, followed by Bacnotan as the Top 2 Most Innovative LGU. Bangar was acknowledged as the Best RPT Information Education Communication Implementer. Agoo and Bagulin were awarded as the Top 1 and Top 2 Most Prompt LGUs in Submission of Treasury Reports and Remittances, respectively. Bangar and Bauang were recognized as the Top 1 and Top 2 Best Implementers of the Compromise Agreement Ordinance. San Gabriel and Burgos were honored as the Top 1 and Top 2 Most Supportive LGUs in the Implementation of Tax Ordinance.

The Municipal Assessors of Burgos, Tubao, and Naguilian received special recognition for the Timeliness and Accuracy of QRRPA and Assessment Rolls. Bacnotan, San Juan, Bangar, Caba, and Pugo were awarded as the Top Municipality per Class with the Highest Taxable Net Assessed Value. San Juan, Bauang, and Bacnotan were recognized for the Most Accurate Real Property Assessment Transactions submitted to the Office of the Provincial Assessor for review and approval. Bangar and Naguilian were celebrated as the Most Improved Municipalities, while Rosario, Aringay, Bangar, San Gabriel, and Burgos were recognized as the Top Municipality per Class with the Highest Assessment of Real Property Units.

On top of the plaques and cash incentives they received, the LGUs were lauded for their ability to inspire and empower their citizens while adopting best practices in governance.

The recognition ceremony shows that the Provincial Government of La Union remains committed to promoting effective local governance by continuing to recognize and reward LGUs that demonstrate outstanding performance in fiscal management and community development.
