The Association of Local Budget Administrators of Region I (ALBA-1), Inc. conducted a one-day dialogue relative to the local budgeting updates pertaining to the implementation of Full Devolution of Certain functions of the Executive Branch to the Local Government Units pursuant to Executive Order No. 138 on April 7, 2022 at the Thunderbird Resorts and Casinos, Poro Point, City of San Fernando, La Union.
Present during the dialogue is Asst. Sec. Achilles Gerard C. Bravo, Department of Budget and Management Functional Group Head, who discussed critical key matters involving the current status of the implementation of the EO 138 of the various LGUs within the Region. Highlighted during the discussion were the reiteration of the Increase in the National Tax allowance (NTA) share of LGUs and the responsibility of the Local Chief Executives as endmost decision maker for Prioritize program to be funded by the increase in the NTA share.
The event also included an oath-taking ceremony of the officers of the ALBA-I, Inc. which includes La Unionโs Provincial Budget Officer, Ms. Catherine E. Franco, taking oath as the Vice-President of the association and the Municipal Budget Officer of Bangar, La Union, Ms. Ma. Elvira P. Dian as part of the Board of Trustees.
