Taking action with the Governor's call for an empowered and well-informed kaprobinsiaan, the Provincial Government of La Union (PGLU) strengthened its information dissemination and communication strategy by reorganizing the Governor's Press Corps (GPC) now chaired by Gov. Rapahelle Veronica "Rafy" Ortega-David.

As the Information Arm of the Province, the Provincial Information Office (PIO) led by Provincial Information Officer Mr. Rowan Joshua E. Dimaculangan, led the conduct of a two-day Skills Training for the members of the reorganized GPC on December 6-7, 2022 at Patio by Balai Norte, San Juan, La Union.

As more kaprobinsiaan rely on social media as their source of information, the said training is an effective way to capacitate the old and new GPC members and upscale their skills adaptive to the current trend of online news and information dissemination especially relative to the PGLU's programs, activities, and announcements.

For starters, Ms. Geraldine B. Salazar-Lucero of PIO gave a brief introduction to GPC, its editorial mandate, and the responsibilities of each member as Information Officers of their respective offices and district hospitals.

Ms. Maeve N. Zafra of PIO briefly lectured on the Provincial Governmentโ€™s current branding. The GPC members' understanding and familiarization with PGLU's branding will lead to better outputs.

Speakers who are experts in their own fields were also invited to impart their knowledge, skills and tips in news writing, photojournalism and captioning, and layouting.

On the first day of training, Ms. Camille R. Bumatay of PIO introduced and discussed the RVOD style of news writing that shall be adapted by the reorganized GPC in their writing outputs. RVOD, stands for Relevant, Vibrant, Outstanding, and Developmental. With the said approach of news writing, the kaprobinsiaan will immediately grasp, as they read, that the PGLUโ€™s thrust truly is a people-centered and driven governance.

Participants also enjoyed the lecture and hands-on activities on Photojournalism and Captioning by Baguio-based Photojournalist Ms. Lauren Alimondo. Aside from angling of pictures, she gave tips on how to capture emotions in pictures, post-editing, and what to include in captions.

For the second day, GPC members squeezed their creative juices by creating their own designs and layouts using Canva, an online editing tool. Ms. Isabella Francesca Brillantes of Canva Philippines was able to give design lectures and Canva primer via online platform. To further enhance their editing skills, Canva Philippines gave away a free one-month subscription to all GPC members.

Atty. Jessamine Lynn Dale Chua-Garcinez of the Provincial Legal Office gave a talk on Data Privacy Act of 2012 especially since the GPC members might encounter documentation incidents involving the privacy of individuals.

In her closing message, Gov. Rafy addressed the GPC members as "Truth-bearers" giving her trust and confidence in them.

"Napakahalaga ng inyong role bilang information officers ng inyong kanya kanyang opisina at ospital. Let me tell you this, each one of you is valuable to me....Kayo po ang mga kasama ko, ang nagsisilbing boses ng PGLU. Kayo po ang aking mga kasangga sa pagbabalita ng ating mga programa sa kapitolyo sa ating mga kaprobinsiaan. Hindi lamang po upang ipaalam sa kanila ang ating mga accomplishments kung hindi pati na rin maipaalam sa kanila ang mga benepisyong maaari nilang makuha mula sa ating serbisyo," Gov. Rafy said inspiring the GPC members.

With PGLUโ€™s strengthened information campaign through the empowered PIO and GPC, Gov. Rafy is confident that her administration will be championing a Participative Community and Governance that would be vital in the realization of making La Union the Heart of Agri-Tourism by 2025.
