In celebration of the 30th National Childrenโs Month with the theme โKalusugan, Kaisipan, at Kapakanan ng Bawat Bata ating Tutukan,โ the Provincial Government of La Union (PGLU) through the Provincial Social Welfare and Development Office (PSWDO) in coordination with the Department of Education, conducted the La Union Children and Youth Congress on November 16, 2022 at the Bahay Pag-asa, Sta. Rita, Bacnotan, La Union. This yearโs Congress focused on the Role of the Youth in Nation Building which highlights Child Participation.
Backed up by Article 12 of the United Nations Convention on the Rights of the Child (UNCRC), which recognizes a childโs right to be heard or express views freely, to have her/his views considered seriously in decision-making and to have a government ensure the realization of these rights, the PGLU appointed youth representatives to the Local Council for the Protection of Children (LCPC) in the same event. They are Ayla Fae Medrano (Student Supreme Government); Lykha Rafanan (Supreme Pupil Government); and Kyle Angelo Estoesta (Supreme Pupil Government). LCPC is a council fully harnessed to be an efficient and effective advocate of child's rights that implements all children's programs at the local levels.
In her inspirational message, Gov. Raphaelle โRafyโ Ortega-David challenged the participants to support and be part of the #LaUnionPROBINSYAnihan program of the province. On the other hand, SK Federation President Allysa Khristine Sibuma also expressed her support for the different youth and child-led activities.
One topics discussed in the congress was about Mental Health in Children where the speaker shared about the many cases of teenage pregnancy that is occurring among youth ages 10 to 14. She likewise emphasized that abortion is not a responsible choice for it only leaves lifetime painful memories for teenagers.
Other topics focused on Rights of a Child; on Children and Substance Abuse and Risk Taking Behavior of the Adolescents which is also timely for the celebration of the Substance Abuse Consciousness Month every November; and on Environmental Awareness.
The Congress was participated in by both student and pupil leaders from different youth organizations in the province. This is an annual activity of the PGLU.
