The Sangguniang Panlalawigan (SP) of the Province of La Union approved last Tuesday, March 8, 2022, on final reading an Ordinance Increasing the Subsistence Allowance of the Persons Deprived of Liberty (PDL) from Sixty Pesos (Php 60.00) and additional Ten Pesos (Php10.00) for medical allowance to become Seventy Pesos (P70.00) for daily subsistence allowance.

Board Member (BM) Francisco Paolo P. Ortega V, the principal author of the said Ordinance, stated that there is a need to adjust the subsistence and medical allowance of prisoners to keep abreast with the increasing price level of food and other prime commodities including medicine.

He emphasized that one way of promoting the welfare and security of PDL is by giving them a reasonable subsistence and medical allowances that are aligned to the 2020 National Expenditure Program of the Bureau of Jail Management and Penology.

โ€œThe issues on health and welfare should be addressed considering the conditions of the detainees inside the jails which really needs reformโ€, Ortega said.

BM Ortega also underscored the prisonerโ€™s critical needs for medical attention.

He added that said ordinance would be of great aid to the prisoners of the province, thus improving their quality of life even if they are in jail and meant to be considered constituents of the province and part and parcel of the community.

Furthermore, this ordinance shall cover the increase of subsistence allowance and medical allowance of the PDL in the Province of La Union.
