Responsible in planning and carrying out activities/projects relative to social welfare and development of the provincial government. To promote full employment and equality of employment opportunities for all, and for this purpose to strengthen and expand the existing employment facilitation service machinery of the government particularly at the local levels.

a. To provide intervention/opportunities that will uplift the living conditions of the distressed and disadvantaged individuals, families, groups, and communities and enable them to become self-reliant and actively participate in national government.

b. To assure the well-being on individuals, families and communities and liberation of the poor from deprivation. Thus, PSWDO capitalizes on human strengths through organization of the people. It has shifted its service delivery concept to a more intensified community based approach to give added imputes to the development aspect of social services.

c. To promote people participation in developing individuals, families and communities and at the same time underscoring the participatory character of the government.

d. To care, protect and rehabilitate socially disabled constituents and the physically and mentally handicapped for effective social functions.

e. To arrest the further deterioration of the socially disabling a dehumanizing conditions of the disadvantaged segment at the community level.

f. To coordinate the service facilities required from such department’s agencies, governmental
and non-governmental, to provide an integrated welfare packaged to constituents on the basis of their needs.

g. To advocate for policies and measures addressing social welfare concerns.

h. Bring services closer to the people by expanding reach out of existing programs and services.

i. Strengthens the concept of devolution of functions and empowerment of the province by working closely with them.

j. Ensure the speedy, equitable and efficient delivery of employment services to maximize the impact of various employment programs and services at the grassroots level.

k. Provide a venue where people could explore simultaneously various employment option and actually seek assistance they prefer.

l. Serve as referral and information center for the various programs and services of the DOLE and other agencies present in the area.

m. Provide clients with adequate information on employment and labor market situation in the area.

n. Network with other PESOs, GOs and NGOs nationwide for job exchange purposes.
