“Saving A Dying Ocean” is the title of the privilege speech delivered by SPM Bellarmin A. Flores II during the 17th Regular Session of the Sangguniang Panlalawigan on November 3, 2016.
This is in relation with the program he attended in the celebration of the Fish Conservation Week organized by the Bureau of Fisheries and Aquatic Resources (BFAR) Region I. the program was participated in by the different Fisherfolk Associations from the provinces of Ilocos Norte, Ilocos Sur, Pangasinan and La Union where they spoke about their achievements in cleaning their respective municipal waters of sea.
He explained that according to studies, climate change is already having a profound effect on life in the oceans. It is modifying fish distribution and the productivity of marine and fresh water species which can result to economic disruptions and livelihood as fish population becomes less or moves out of range of the fishermen.
