Gov. Francisco Emmanuel “Pacoy” R. Ortega III delivered his First 100 Days Report on October 10, 2016 at the Diego Silang Hall of the Provincial Capitol Building, City of San Fernando, La Union.
The report showed Governor Pacoy hit the ground running by immediately passing Executive Order No. 1 on July 1, 2016establishing the La Union Governance Framework and forming the Transformative Leadership Team (STLT), Oversight for Provincial Strategy (OPS) under the Office of the Provincial Governor (OPG)to assess the effectivity and efficiency of the Provincial Government of La Union (PGLU).

To better grasp the needs of the people, Governor Pacoycommitted to dynamically engage the different key organizations and stakeholders to promote cooperation by supporting various leagues of elected officials and Civil Society Organizations (CSOs). He also personally connects with the people through a Grassroots Immersion Program, dubbed I Love My Barangay,I Love La Union. He reorganized the Provincial Development Council, the Provincial Peace and Order Council, Provincial Health Board, and the Provincial School Board, to successfully accomplish his goals for the province.
