The Provincial Government of La Union (PGLU) passed the initiation status of the Performance Governance System (PGS) after Gov. Francisco Emmanuel “Pacoy” R. Ortega III successfully defended the vision of the province to become the Heart of Agri-Tourism of Northern Luzon by 2015 through a Public Revalida organized by the Institute for Solidarity in Asia during the Dream Philippines Fair held on October 18, 2016 at the M.K. Tan Auditorium of the Bayanihan Center, Unilab Compound, Pasig City.

Speaking before a multi-sectoral panel composed of experts on governance, anti-corruption, strategy management concepts and programs and knowledge of the presenting institution’s field and intended breakthroughs, Governor Pacoy explained that the Province of La Union is still basically agricultural based on his visits to the mayors of the province. With the resounding support of his cabinet, the Governor will come up with Central, Northern and Southern Circuits. Each circuit will have at least two Agri-Tourism Sites that are accredited by the Department of Tourism and shall be augmented by established tourism destinations. Governor Pacoy explained that the scheme will not only create a dynamic tourism industry with increased tourist arrivals but it will also decrease poverty incidence in the province as most farmers live in poverty.
