The Provincial Government of La Union (PGLU) rolled out its Rehabilitation and Caring Program for Drug Users and Dependents Framework on September 15, 2016 at the Diego Silang Hall of the Provincial Capitol Building in the City of San Fernando, La Union.
Presented by Provincial Social Welfare and Development Officer Ranilo Ipac at the Joint Meeting of the Provincial Peace and Order Council (PPOC), La Union Anti Drug Abuse Council (LUADAC) and Council of the Five Pillars of Criminal Justice System, the framework starts with the Oplan Tokhang of the La Union Police Provincial Office (LUPPO). Voluntary surrenderees shall undergo drug-testing where results and other vital information will be collected.

The framework intends to adopt a Community-Based Rehabilitation and Caring Program through Residential Care and Outside Rehabilitation Care with the formulation of a Rehabilitation Plan and to be finalized by a Contract Signing. Under the framework, rehabilitees will undergo Detoxification Activities; Community Services; Religious or Renewal Spiritual Enlightenment; Family Development Sessions; Skills Development; Back to School Program; Alternative Learning System (ALS); Periodic Drug-Testing; Strategic Communication on Illegal Drugs; and Guidance Counselling. The surrenderees’ development and status will be monitored and shall be accorded with Livelihood or Open Employment Program. It will be supported by Basic Business Management Training; Capital Assistance; and Product or Service Improvement or Packaging.
