The Sangguniang Panlalawigan (SP) Committees on Public Works and Utilities as the lead committee led by its Chairperson, SPM Maria Annabelle S. De Guzman; Laws, Rules and Privileges and Peace and Order & Public Safety both chaired by SPM Reynaldo M. Mosuela; and Transportation chaired by SPM Carlo Castor U. Concepcion conducted a Joint Committee Hearing to discuss the lack of early warning devices on ongoing Road Widening and Road Rehabilitation Projects that are being constructed along the national highways within the jurisdiction of the province on August 24, 2016 at the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, City of San Fernando, La Union.

In her privilege speech during the 5th regular Session of the SP on August 4, 2016, Sangguniang Panlalawigan Member De Guzman presented pictures of different road widening and rehabilitation projects throughout the province that have little or in some cases, no early warning devices installed at all. She stressed that one of the reasons for vehicular accidents causing injuries, destruction of properties and even death of motorists and their passengers is the lack of early warning devices installed these ongoing road works.
Representatives from the DPWH and concerned contractors were called to explain. Mr. Ronald Austria represented Kyeryong-Policarpio Joint Ventures (KPJV); Mr. Taehwa Jung and Ms. Grace C. Jadulan represented China International Water & Electric Corporation; Mr. Gil B. Lorenzo from DPWH La Union 1st District Engineering Office and Mr. Aquilino M. Nicer from DPWH La Union 2nd District Engineering Office. Police Senior Superintendent (PSSUPT) Leo M. Francisco, OIC Provincial Director of La Union Police Provincial Office was also invited and several representatives from other contractors of current road rehabilitation projects.
It was explained that the KPJV is the contractor of main highways from Aringay, La Union to Santa, Ilocos Sur; while China International Water & Electric Corporation is from Aringay, La Union to Caloocan and the works along the road shoulders is the jurisdiction of the DPWH.
