In the advent of intensive campaigns against illegal drugs, the Sangguniang Panlalawigan during its 7th Regular Session on August 18, 2016 approved SP Resolution No. 388-2016 Requiring Mandatory But Random Drug Testing To All Officials And Employees of the Provincial Government of La Union.

The resolution was authored by SPM Francisco “Kit” C. Ortega, Jr. which he claims is one way of manifesting the Provincial Government of La Union’s support to the ongoing campaign and advocacy of President Rodrigo Duterte against illegal drugs and criminality in the country. “This mandatory but random drug testing to officials and employees is an important component in ensuring a safe working environment, as iti sbeyond question that any official and/or employee under the influence of drugs cannot possibly continue doing his/her duties without posing a serious threat to the lives and property of his/her co-workers and even his/her employer,” SPM Kit Ortega stressed in his sponsorship speech.

Said resolution was unanimously approved and awaiting its implementation by Gov. Francisco Emmanuel “Pacoy” R. Ortega III.
