La Union Governor Francisco Emmanuel “Pacoy” R. Ortega III declared Illegal Drugs as a mutation of terrorism and categorizing it as a form of chemical warfare from those who have ill-feelings against Filipinos.

This was shared by Governor Pacoyas Guest of Honor and Speaker during the closing ceremony of the La Union Anti-Drug Summit held on September 14, 2016 at the Diego Silang Hall of the Provincial Capitol Building, City of San Fernando, La Union. He said that the malicious misuse of talents and skills in the formulation of drugs for the purpose of producing illegal drugs is a clear attack on our nation. It endangers the Filipino Culture and Legacy as it destroys physical, mental, emotional and spiritual values. He rallied the Philippine National Police (PNP) officers in attendance led byPCSUPT.Gregorio R. Pimentel, Police Regional Office-1 Director and PSSUPT. Leo M. Francisco, La Union Police Provincial Office (LUPPO) Director; Mayors of La Union led by Santo Tomas Mayor Marietta C. Carbonell; Philippine Drug Enforcement Agency Region-1 represented by Attorneys Michael Ancheta and Marvin Tavares; and Ligangmga Barangay-La Union Chapters officers and members led by Manuel Victor “Mannix” R. Ortega, Jr. and Erwina C. Eriguel, President and Vice President, respectively, to band together and immediately stop the drug menace.
