The ABONO Party-list has filed House Bill No. 2505 titled “Establishing Mandatory Coverage in the Social Security System (SSS) of Small Farmers and Farmworkers, Amending for the Purpose Sections 9 (a), 9-A (5) and 10 of Republic Act No. 8282 and Sections 8 (3) and 23 (9) of Republic Act No. 7606, and for other Purposes” on August 3, 2016 at the House of Representatives.

This was revealed by ABONO Party-list Representative Vini Nola A. Ortega during the Joint Distribution of Agricultural Equipment of the Provincial Government of La Union (PGLU) and ABONO Party-list held on September 9, 2016 at the Provincial Capitol Grounds, City of San Fernando, La Union. The wife of La Union Governor Francisco Emmanuel “Pacoy” R. Ortega III said that the social legislation which she sponsored together with fellow ABONO Party-list Representative Conrado M. Estrella III will help alleviate the condition of small farmers and farmworkers and eventually contribute for the realization of President Rodrigo R. Duterte’s policy of sustainable development for the country’s agricultural sector. At present, Republic Act 8282 otherwise known as the SSS Law only covers individual farmers while Republic Act 7607 otherwise known as the Magna Carta for Small Farmers only generally provides for the right of the farmers to be covered by social security. Both laws are not fully implemented and inadequate to mandatorily cover small farmers and farmworkers.
