Gov. Francisco Emmanuel “Pacoy” R. Ortega III together with the Sangguniang Panlalawigan (SP) presided by Vice Gov. Aureo Augusto Q. Nisce intends to curb the Filipino Time practice of being late by passing Ordinance No. 095-2016 also known as the Provincial Clock Ordinance.

SPM Nancy Corazon M. Bacurnay authored the ordinance with the idea that time is the most valuable thing on earth, being free yet priceless. The soul of the ordinance comes from RA 9485 also known as Anti-Red Tape Act (ARTA) enacted for the improvement of service delivery of the public sector with utmost consideration to time and punctuality. The way people handle time defines their effectiveness, efficiency and productivity in providing services to the public or clients.
