The Provincial Government of La Union (PGLU) led by Gov. Francisco Emmanuel “Pacoy” R. Ortega III in cooperation with the La Union Federation of Indigenous People’s Inc. (LUFIPO) celebrated the 9th Indigenous Peoples Week dubbed as “Ubaya Festival” on August 27, 2016 in Burgos, La Union. This year's theme is “Preserving and Safeguarding the Indigenous Peoples’ Heritage, Cultures, Customs and Traditions in the Midst of Modernization and Technological Era”.

The festival formally started through a Cañao, an age-old ritual offering animals, food and other material things to God as prescribed by spiritual tribal leaders known as “Mambunongs”. It is a way of their thanksgiving.
