Governor Francisco Emmanuel "Pacoy" R. Ortega III and newly appointed PNP-Regional Office I Director PCSUPT Romulo Sapitula with the Sangguniang Panlalawigan Board Members convened in a joint meeting during the annual New Year's Call of the Philippine National Police Region I (PNP- RO1) and La Union Provincial Police Office (LUPPO) on January 9, 2018 held at the Provincial Capitol Grounds, City of San Fernando, La Union.

With the Province of La Union recently being conferred with the Seal of Good Local Governance (SGLG) by the Department of the Interior and Local Government (DILG), 9 out of 20 component LGUs received the seal, Gov. Pacoy emphasized his firm belief that Peace and Order is the foundation of all the elements with regard to the criteria of DILG in giving said award. Hence, Financial Administration, Tourism, Culture and Arts, Disaster Preparedness, Social Protection, Business Friendliness and Competitiveness, and Environmental Management can only be achieved when Peace and Order, Safety of communities are guaranteed, preserved and safe guarded.

“This is the strength of the province of La Union: a peaceful, orderly, and safe province with no insurgency… and I have you, the men and women of the Regional and Provincial Police Offices to thank. With your enduring and dedicated service to our beloved province...we aim for transformative governance in our effort to make La Union the Heart of Agri-Tourism in Northern Luzon by 2025.” Gov. Pacoy said.

“Congresswoman Vini and I are your “Dynamic Duo” - where she is, I am there too and where I am, I bring her love to all of you.” Gov. Pacoy added.

To express his committed support to the Regional and Provincial Police Officers, last Christmas Season, Congresswoman Vini Nola A. Ortega and Gov. Pacoy personally visited all the PNP Police stations in the 20 component LGUs and personally extended their sincerest gratitude to the men and women of the PNP for their service, sacrifice and love for our province.

Moreover, La Union Provincial Police (LUPPO) led by OIC- Provincial Director Rodelio C. Samson presented current peace and order situation in the province which according to him, La Union enjoys relatively peaceful environment due to the implementation of the Enhanced Managing Police Operations and sustained focused police operations which include implementation of search warrants, arrest of wanted persons, neutralization of gun for hire and crime groups in the province also immensely contributed to the favorable situation.

For the period January to December 2017, the total Index Crime decreased by 68 incidents or 13.88% as compared to the 490 crimes recorded for CY 2016.

On the campaign against illegal drugs from January to December 2017, a total of one hundred eighty three (183) operations were conducted that resulted to the arrest of one hundred seventy one (171) drug personalities and three (3) died in police operations. Likewise, on the accounting of High Value Targets, (HVTs) a total of fifteen (15) HVTs were accounted. Three (3) surrendered, ten (10) arrested and two (2) Died in Police Operation.

On surrenderers from Jan 1-Dec 31, 2017, a total of six hundred seventy one (671) drug personalities have voluntarily surrendered to the different police stations and to La Union PPO. One hundred forty three (143) under watchlist and five hundred twenty eight (528) newly identified.

As of January 8, 2017, a total of four hundred twenty one (421) drug affected barangays were already cleared out of four hundred ninety (490) drug affected barangays. There were remaining sixty nine (69) drug affected barangays to be cleared.

With these successes of the province, Gov. Pacoy lauds two influential people in his life: his father, immediate past Governor Manoling Ortega, and the late Roberto “Bobby” Ortega for their dedication, courage, resilience and selflessness.

Also, Governor Francisco Emmanuel “Pacoy” R. Ortega III together with Sangguniang Panlalawigan Members led by Vice Governor Aureo Augusto Q. Nisce directed and guaranteed through legislation, the annual allocation of 1% of the total income of the province as dedicated funds for Peace and Order which is a strong thrust in sustaining the vision of La Union to become the Heart of Agri-Tourism by 2025.
