The Provincial Government of La Union (PGLU) in coordination with the Multi-Sectoral Governance Council (MSGC) inaugurated the newly-restored Freedom Park also known as Heroes Hill on December 15, 2017.

The Freedom Park Stairway or Heroes Hill lies west of the Capitol Hill in Guerrero Road, Brgy. II, City of San Fernando, La Union. It has a total of 153 steps and along the way up, 9 statues of Heroes are standing, signifying the people’s reverence to their works and sacrifices in attaining the freedom of the nation. They are Dr. Jose Rizal, the Philippine National Hero; Fr. Jose Burgos, leader of the Filipino Martyrs “GOMBURZA”; Marcelo H. Del Pilar, editor of La Solidaridad; Andres Bonifacio, founder of the Katipunan; Gen. Antonio Luna, greatest general of the Revolution; Ramon Magsaysay, 3rd President of the Philippine Republic; Manuel A. Roxas, 5th President of the Philippine Republic; Manuel L. Quezon, President of Philippine Commonwealth; and Emilio Aguinaldo, 1st President of the Philippine Republic. When one reaches the top, a beautiful overlooking view of the West Philippine Sea can be found.



Highlighting the inauguration ceremony is the unveiling of the new statue of the new Diego Silang, a native of Caba, La Union. This is in honor of his courage and bravery to fight for the country’s freedom. His monument is the 10th statue in the park. The unveiling is followed by the ceremonial ribbon cutting which signifies the official re-opening of the Heroes Hill which now has a pavilion and comfort room.

Governor Francisco Emmanuel “Pacoy” R. Ortega III thanked the MSGC for spearheading the project together with Provincial Engineering Office, Provincial General Services Office, Office of the Provincial Agriculturist, Oversight for Provincial Strategy and Provincial Information and Tourism Office. MSGC Vice Chairman Jerry V. Parlan also shared his message saying that the inauguration is part of their continued efforts to uphold the tourism in La Union. Board Members Nancy Bacurnay, Francisco “Kit” Ortega, Jr. and Reynaldo Mosuela were present during the inauguration.

The aforesaid upgrade of the Freedom Park is part of the Adopt-a-tourist-site program of MSGC.
