The Ten Outstanding Provincial Public Servants (TOPPS) of 2017 were honored as the Provincial Government of La Union (PGLU) celebrated its Annual Recognition and Christmas Program on December 15, 2017 at thePGLU grounds, City of San Fernando, La Union.

The 10 outstanding employees awarded were MarilouAlviar, Local Treasury Operations Officer IV of the Office of the Provincial Treasurer; Ruby Jean Balanon, Administrative Officer IV of the Office of the Provincial Planning and Development Coordinator; Ruben Daclan, Farm Worker I of the Office of the Provincial Veterinarian; Joanna Cruz-Guerrero, Administrative Officer IV of the Provincial Information and Tourism Officer; Luz Casuga, Administrative Aide I of the Office of the Provincial General Services; Noel Ducusin, Laborer I of the Office of the Provincial Accountant; LeonyGagni, Agricultural Center Chief II of the Office of the Provincial Agriculturist; RemegioLoraña, Administrative Aide I of the Office of the Provincial Administrator; Marlon Runas, Administrative Officer I of Caba District Hospital and Evelyn Corpuz, Nurse IV of Rosario District Hospital.



The awardees were nominated by their respective department heads based on a criteria specified in the memorandum of the Governor Francisco Emmanuel “Pacoy” R. Ortega III and were thoroughly screened by the SangguniangPanlalawigan Committee on Civil Service and Human Resource Development headed by SPM Jonathan Justo A. Orros. The TOPPS were conferred under SP Resolution 651-2017.

Each awardee received a plaque and P5,000 cash.

“When a company has a truly great and outstanding employee, that employee carries value that simply cannot be replaced.” SPM Orros said after he gave the overview of the award. He also said that employees are the greatest assets of one organization.

One of the awardees, Joanna C. Guerrero of the Provincial Information and Tourism Office responded with a commitment to level up public service and values.

“More than a recognition, may this award serve as a challenge to level up our public service...to level up values and to shift the way we see our work from a mere commitment to passion. May we never get tired of providing the people that EXTRA MILE with a smile.

Vice-Governor Aureo Augusto Q. Niscedelivered a short message for the PGLU employees. He then gathered all the SangguniangPanlalawigan Members on stage to perform a Christmas song.
