The Provincial Peace and Order Council (PPOC), La Union Anti-Drug Abuse Council (LUADAC), and the Council of the Five Pillars of the Criminal Justice System (CFPCJS) convened in a joint meeting on December 13, 2017 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union to discuss programs and updates on the illegal drugs campaign and the peace and order situation of the province.

Gov. Francisco Emmanuel “Pacoy” R. Ortega III opened the meeting by presenting a resolution of commendation, prepared and passed by the Sangguniang Panlalawigan led by Vice Governor Aureo Augusto Q. Nisce, to outgoing Philippine National Police (PNP) Regional Director PCSUPT. Charlo C. Collado as appreciation for the latter’s dedication and distinguished service to the joint council. The Governor expressed gratitude towards the retiring Regional Director for being an instrumental driving force in upholding peace and order throughout the province and region.



The La Union Provincial Police (LUPPO) led by OIC – Provincial Director Rodelio C. Samson presented its new Local Anti-Criminality Action Plan (LACAP) and a report on the peace and order situation in the province. In the report, they showed that there is a 13% decrease in index crimes as there were 392 crimes from January to November of 2017 compared to 451 crimes committed in the same period of 2016. LUPPO noted that this downtrend of index crimes is a manifestation of the efficacy of the campaign against illegal drugs and focused police operations. The Joint Council in the same meeting approved the new LACAP dubbed as Project PACOY (PNP ken PGLU Agkaykaysa nga idauloan ti Capitolio a mang Obra kontra ti illegal a droga tapno urnos ken talna Yaman ited na) Reloaded. This plan will focus on strengthened efforts and operations focusing on the campaign against illegal drugs through the implementation of a two pronged approach, clearing operations of drug affected barangays accounting of high value targets which involve financiers, distributors, protectors, manufacturers, importers, and traffickers of illegal drugs.

The Philippine Drug Enforcement Agency (PDEA) Region 1 led by Director Bryan B. Babang reported the successful marijuana eradication operation at Mt. Baukok, boundary of Ilocos Sur and Benguet on November 20, 2017 resulting to the destruction of marijuana from seven sites amounting to Dangerous Drug Board (DDB) value of P 11,474,800. The report also stated that the rampant selling and using of illegal drugs in the province has significantly decreased.

With the Province of La Union recently being conferred with the Seal of Good Local Governance (SGLG) by the Department of the Interior and Local Government (DILG), Governor Pacoy expressed his commitment in sustaining such a strong thrust towards making the La Union the Heart of Agri-Tourism in Northern Luzon by 2025.
