The Provincial Government of La Union (PGLU) welcomed the Christmas season with its monthly First Monday Flag Raising Ceremony program held on December 4, 2017 at the Provincial Capitol, City of San Fernando, La Union.

Quoting the popular Chapter 3 of Ecclesiastes, Gov. Francisco Emmanuel “Pacoy” R. Ortega III stated that there is a time for everything and a season for every activity under the heavens as he highlighted the several significant accomplishments of the province for the year 2017. He welcomed Christmas as a time for thanksgiving and reflection, and posed that the accomplishments of the year should serve as an inspiration to work harder to achieve greater heights for La Union in 2018.

Gov. Pacoy highlighted that the Province of La Union received a total of 18 Awards and Recognitions for 2017. Just recently, La Union was conferred with the 2017 Seal of Good Local Governance (SGLG) by the Department of Interior and Local Government (DILG). It was also adjudged by the same agency as a 2017 Good Financial Housekeeping Passer in the whole country. The province has also been recognized by the National Competitiveness Council as the Most Competitive Province in Region 1 and 12th Place nationwide in the 2017 Cities and Municipalities Index (CMCI). Caba District Hospital (CDH), Bacnotan District Hospital (BDH), and Rosario District Hospital (RDH) were awarded with the Red Orchid Award for being 100% Smoke Free hospitals by the Department of Health (DOH).

Gov. Pacoy said that 2017 was indeed a successful year for the province however it did not pass without sadness. The Governor asked for a moment of silence in honor of the passing of the Provincial Accountant Francisca M. Pungtilan. He said that she should be treasured, admired and remembered for her dedication to public service even until the last days of her life.

The Sangguniang Panlalawigan led by Vice Governor Aureo Augusto Q. Nisce spearheaded the First Monday Flag Raising Ceremony for the month of December.
