The Provincial Government of La Union led by Gov. Manuel C. Ortega, by virtue of Sangguniang Panlalawigan Resolution No. 111-2008, entered into a Memorandum of Agreement with SiTEL Philippines, Inc. represented by its Country President, Mr. Danilo Sebastian L. Reyes and Site Director, Mr. Rodney L. Spires, for a Community Training for Employment Partnership last April 10 at the Diego Silang Hall, Capitol Building, San Fernando City, La Union.

Under the MOA, PGLU shall provide the second floor of the La Union Provincial Administrative and Commercial Center along Quezon Avenue, San Fernando City, La Union where the communication firm's training rooms and laboratories shall be constructed. Known as SiTEL Academy, it shall provide the Call Center Training Course Curriculum, hardware, fixture, trainers and other manpower for efficient Call Center Training at no cost for the Provincial Government and trainees.

Sangguniang Panlalawigan ng La Union Ex-Officio Member Manuel Victor “Mannix” R. Ortega conducted a free Basketball Clinic for kids on April 9, 10 and 12, 2008 in Barangays Baraoas and Daramuangan and Ortiz in the Municipality of Naguilian.

Swarmed by basketball-crazed kids and big crowds, the 3-day event included basic basketball trainings and plays. Other than the certificates of participation, the participants were given free basketballs and jerseys. Exhibition games climaxed the activity between the Think God Team led by SPM Ortega against selected local players. Acrobatic dunks, passes and 3-point shots wowed the thrilled audiences. Also present to assist BM Ortega were his staff at the Provincial Board led by Coach Carlo Mondina, a promising tactician from Barangay Lingsat, San Fernando City, La Union.

Honorable Senator Francis Joseph "Chiz" G. Escudero, the Guest of Honor and Speaker during the 158th La Union Foundation Anniversary Celebration last March 2, was adopted as son of the Province of La Union by virtue of Resolution No. 009-2008. The plaque was presented to the Honorable Senator by Governor Manuel C. Ortega, Vice-Governor Eulogio Clarence Martin P. De Guzman III and the Members of the Sangguniang Panlalawigan.

Senator Chiz Escudero has endeared himself to the people of La Union due to his unending support to the different projects and programs of the provincial government, particularly in crossing party lines to stand out for the inclusion of the former U.S. Wallace Air Station as Poro Point Special Economic and Freeport Zone (R.A. 9400) which spurred both economic and tourism investment opportunities from both local and foreign, thereby improved greatly the province’s economic progress and well-being of its people. He was likewise instrumental in supporting and fast-tracking the approval of the cityhood of the City of San Fernando, which now evidently a flourishing and progressive city working harmoniously with the Province of La Union.
