Provincial Government of La Union (PGLU) Consultant on Security and Intelligence Affairs Robert “Bobby” C. Ortega, issued a stern warning against noise polluters during the Municipal Disaster Coordinating Council (MDCC) Response Team Training Commitment Setting and Culminating Program on August 8, 2008 at the Diego Silang Hall, Provincial Capitol Building, San Fernando City, La Union.

Speaking in behalf of Gov. Manuel “Manoling” C. Ortega, the retired Police Colonel urged the graduates of the MDCC Training Course, especially the present Chiefs of Police, to be active also in the fight against noise pollution especially on motorbikes which are equipped with modified mufflers. “I urge every one of you to be vigilant, not only matters of emergencies such as calamities but also on other pressing matters. Noise pollution contributes to the poor health of babies during pregnancies. That is why babies born in the rural areas are healthier than those from the urban areas, violators must be penalized” he explained.

Proving that he inherited his father’s leadership skills, Ex-Officio Board Member Manuel Victor “Mannix” R. Ortega, Jr., as President of the Association of Barangay Captains-La Union, organized the 1st La Union Liga ng mga Barangay Congress on July 24, 2008 at the Diego Silang Hall, Provincial Capitol Building, San Fernando City, La Union, uniting Barangay Captains from the 576 barangays of the province.

After the formal opening of the program by BM Ortega, the roll call was conducted by Naguilian-ABC President Ruperto “Jun” Rillera, after which, the officers of the Liga ng mga Barangay-La Union were presented.

To further satisfy its clients through quality public service, the Provincial Government of La Union (PGLU) led by Gov. Manuel C. Ortega, together with Civil Service Commission-Regional Office No. 1 (CSC-RO 1) headed by Atty. Myrna V. Macatangay, conducted the Supervisory Development Course (SDC) Tracks II and III to qualified PGLU Supervisors on July 7-11, 2008 at the Diego Silang Hall, Provincial Capitol Building, San Fernando City, La Union.

During the opening program, Provincial Administrator Geoffrey S. Tilan welcomed the resource persons and participants. He emphasized that “as public servants, the PGLU officials and employees must continue to adhere for the core values of Commitment, Integrity, Teamwork and Eternity.” The Provincial Administrator said that “Eternity” means a passionate public service not just today, for tomorrow, not just for this earthly life, but for the life hereafter-with God in eternity. Dr. Tilan concluded that all participants must learn also to fail forward and be persistent. Because “where the going gets tough, only the tough gets going.”
