“This is a dream come true!” Gov. Manuel C. Ortega boasts during the inauguration of the newly-upgraded San Fernando City Airport at the Poro Point Freeport Zone on March 16, 2009.

Her Excellency, President Gloria Macapagal Arroyo, unveiled the marker of the airport together with Department of Transportation and Communication Secretary Leandro Mendoza. It was witnessed by local officials led by Governor Ortega, 1st District Representative Victor F. Ortega and San Fernando City Mayor Pablo C. Ortega. Excited and sentimental, the Provincial Chief Executive recalled the time when he was still a Congressman and President Arroyo announced in her SONA that San Fernando City Airport is one of those that will be rehabilitated and ultimately will be declared as an international airport. “I was the only one who stood up in the halls of Congress and clapped her then and everybody was looking at me. As usual, the “Prophets of Doom” were saying “hanggang SONA lang yan, hanggang salita lang yan,” Governor Ortega narrated.

Governor Manuel C. Ortega, issued last February 26 Executive Order No. 004 Series of 2009, suspending the collection of livestock quarantine regulatory fees on adult poultry fowls in the province, in response to the request of the poultry stakeholders in La Union and in response to the threats of global economic crises.

Prior to the issuance of the EO, the Provincial Government of La Union collects PhP 1.00 for every head shipped in and PhP 0.25 for every head shipped out within its territorial jurisdiction. In accordance to the Local Government Code of 1991, the collection is by virtue of Section 152 of Article II of the Revised Revenue Code of the Province of La Union which provides that, “Unless otherwise provided by law, the Province of La Union cognizant with Article 218, Rule XXX of the Implementing Rules and Regulations (IRRs) of the Local Government Code (LGC) 0F 1991.”

Handog Titulo beneficiaries from the various municipalities and the lone city of La Union received their Free-Patent Title in the Handog Titulo Program which was held on March 17, 2009 at the Diego Silang Hall, Capitol Building, San Fernando City, La Union, in line with La Union’s 159th Foundation Anniversary.

In her opening remarks, Regional Executive Director Corazon C. Davis, CESO II from the Department of Environment and Natural Resources Region I (DENR-RO1), stated that the processing and approval of the Free-Patent Titles which were awarded to 66 landowners, covering a total 13,414 hectares of agricultural lands were fast tracked by the Office of the Register of Deeds of La Union in collaboration with the DENR-RO1, upon the request of Gov. Manuel C. Ortega. She further stated that starting on the end of this month and every end of the month thereafter, a Handog Titulo Program will be held in the different municipalities of La Union.
