In recognition to the vital role of Local Government Units (LGUs) in the development of the country, the Regional Development Council-I (RDC-1) has accorded the Provincial Government of la Union, led by Gov. Manuel C. Ortega, the Hall of Fame Award as the Best Performing LGU in the implementation of the Local Governance Performance Management System (LGPMS) for 2006, 2007 and 2008 in a simple ceremony held on February 20, 2009 at the Central Bank Convention Hall.

LGPMS is a self-assessment system which allows LGUs to determine their respective capabilities and limitations in the delivery of essential public service and identify service improvement areas and determine the extent of improvements to be made. As a tool, it supports the development of local governments through improved use of financial and human resources; benchmarks local government performance against established standards; and serves as basis and reference for nationally policy-makers as based on the state of development among LGUs for the eventual realization of responsive community and nation-building.

The regional award confirms the competence of our local governance and the strong sense of unity of the people of the Province of La Union.

In celebration of this year’s Farmers and Fisherfolk Month with the theme “Rice Sufficiency thru Technology Promotion,” the Office of the Provincial Agriculturist led this month’s PGLU flag raising ceremony at the Provincial Capitol Grounds, San Fernando City, La Union on May 4, 2009.

Chief Agriculturist Edmund Quinit, who is also the Regional Rice Banner Coordinator from the Department of Agricultlure-Regional Field Unit 1 (DA-RFU1, was the guest of honor and speaker. In his speech, he praised the men of the Provincial Government of La Union (PGLU) under the leadership of Gov. Manuel C. Ortega, for having attained a rice production growth rate of 7.19 % which is the highest in the Ilocos Region for CY 2008 (150,860 metric tons in 2007 to 161,709 metric tons in 2008).

In what has been considered as a rare honor and opportunity, La Union Agriculture Chief Avelino A. Lomboy, in his capacity as Commencement Speaker, exhorted the 2009 roll of graduates and the academe’s officials of the De La Salle Araneta University in Caloocan City during its 62nd Commencement Exercises which was attended by some 2,000 proud parents, guardians, guests and spectators.

Lomboy, an alumnus of the said university, cited the academe’s gradual delivery of academic excellence while coming to the aid of the nation in its quest to redeem its rightful place in the index of progressive landmarks of development. He challenged the graduates to search for their true identity and find themselves as the catalysts of change even when we are at the threat of global economic collapse.
